The first two laws of error that were proposed both originated with Pierre-Simon Laplace.
Laplace in 1778 published his second law of errors wherein he noted that the frequency of an error was proportional to the exponential of the square of its magnitude.
The second law of error was proposed in 1778 by Laplace and stated that the frequency of the error is an exponential function of the square of the error.
Starting from these principles, Gauss demonstrates that the only law that rationalizes the choice of arithmetic mean as an estimator of the location parameter, is the normal law of errors:
